• Forensic Independent expert, authorized by Romanian Ministry of Justice, according to Government Ordinance no. 75/2000 regarding the organization of the forensic expertise activity, approved with modifications and completions by Law no. 488/2002, amended and supplemented by Law no. 156/2011. His has a remarkable research activity and expertise in: Document Examination, Fingerprints Examination (Dactyloscopy), Traceology, Ballistics.
• Professional background: He has served 34 years in the structures of the Ministry of Internal Affairs, holding important positions such as: Deputy Chief of Romanian Police, Chief of Romanian Police, Rector of the Romanian Police Academy Alexandru Ioan Cuza, Director of National Forensic Institute within the General Inspectorate of the Romanian Police, Director of the Public Order Studies Institute.Of the 34 years of activity as law enforcement specialist, 15 years, Dr. Popa was a Forensic expert within the territorial services and National Forensic Institute within the General Inspectorate of the Romanian Police, circumstance in which has performed thousands Forensic examinations in the following fields: Graphoscopy, Document Examination, Ballistics, Traceology, Dactyloscopy and thousands of Crime Scene Examinations.
• Research activity: Dr. Popa is an inventor and innovator (seven inventions and innovations) in the field of Forensic Science and Medicine. Some of his inventions and innovations were presented at international scientific events in United States of America, France, Spain and Italy.
• Dr. Popa is an author/coauthor/supervisor of 14 books and Conference proceedings volumes of scientific work. Also, has published, in internationally recognized journals, over 80 studies, articles, scientific papers presented at national or international Congresses, conferences or Symposiums.
• Teaching activity:University professor, doctoral supervisor in the field of legal sciences, forensic specialization.
• Scientific activity: Inventor and innovator (seven inventions and innovations), in the fields of forensics and medicine, some presented / published abroad (USA, FRANCE, SPAIN, ITALY), on the occasion of international scientific events. Author or co-author or co-donor of 14 books, volumes of scientific papers. Author of over 80 studies, articles, scientific papers presented at congresses, conferences, forensics, national, international and published in internationally recognized journals.
